report back to Congress.  [Not that that&#039;s a bad thing!]

to have the complete text of the bill:

Anyway, at the very least letting our House members know we care 
about the issue couldn&#039;t possibly hurt.   However HR 462 does not 
seem to be the &quot;final solution.&quot;  That would seem to require a separate 
bill (perhaps after the HR 462 study has been reported to Congress).
